David Cid is the former Executive Director of the Oklahoma National Memorial Institute for the Prevention of Terrorism, a nonprofit training and professional development center serving the line officer. Prior to joining the Institute in 2006 as Deputy Director, Mr. Cid was President of Salus International, a consulting practice providing Security, Crisis Management, and Business Continuity services. Clients included the United States Army, the FBI, the Department of State, and Fortune 500 companies. For two years, he was an advisor to foreign governments on counterterrorism in Europe, Asia, Africa, and Latin America. Mr. Cid is a 20-year veteran of the FBI, where he served as a counterterrorism specialist. He was a member of the FBI International Crisis Response Team, and while assigned to the New York field office, a member of the FBI Special Weapons and Tactics team. Mr. Cid has been on-scene commander in extortions, kidnappings, and acts of terrorism and has led special events security planning for the World Series, the Special Olympics, and the U.S. Open. In 1996, he supervised the first successful investigation and prosecution under the Biological Weapons Antiterrorism Act, interdicting a plot to assassinate federal and local officials. A native of New York, Mr. Cid joined the FBI in 1981, retiring as an Inspector and Assistant Special Agent in Charge of the Oklahoma City Field Office. Prior to his FBI service, he was a Human Resources specialist for AT&T. He is a veteran of the Vietnam War, honorably discharged. He is a member of the International Association of Chiefs of Police (IACP). Jason Souter serves as a deputy with the Oklahoma County Sheriff’s Office. His career is a blend of business, technology, and service to the community. In 1996, Mr. Souter formed a technology consulting company, ARK Computer Services. Later merging with Avant Digital, the company experienced tremendous growth through sales, mergers, and acquisitions and eventually became iBeam Broadcasting, a publicly traded company with an international customer base. He later served in senior business development and sales roles with Critical Technologies and MIDCON Data Services, companies engaged in business continuity and the protection of data. Mr. Souter served for six years as a school counselor, coach, and educator in the Deer Creek and Oklahoma City school districts. In that capacity, he wrote the safety curriculum designed for students and caregivers. He holds a Master’s Degree in Educational Leadership, a Master’s Degree in Counseling Psychology, and a Bachelor’s of Science degree in Sociology. LinkedIn
Lieutenant Jason Ruegge has over 25 years in law enforcement experience. He is the Team Leader for the Tactical Unit, Tactical Sniper Unit, as well as Defensive Tactics Coordinator and Lead Firearms Instructor with the Oklahoma County Sheriff’s Office. He is a national and international guest speaker. With thirty-six years in martial arts, he holds a second-degree black belt in MMAA and UMAA and is both a national-level trainer and competitor. He has twice won the U.S. National two-man team Sniper Championship, has been honored with the Medal of Valor, Commendation Award, Meritorious Service Award, Sheriff’s Award, and was inducted into the United States Martial Arts Hall of fame in 2014. Lieutenant Ruegge’s greatest passion is education and training for both law enforcement and civilians. As a C.L.E.E.T. certified instructor with over thirty training certifications, he has personally trained over 7,000 students with more than 200,000 total training hours. David N. Edger is the founder of 3CI Consulting LLC, an international consulting firm specializing in counterterrorism preparedness for industry, corporate intelligence, intellectual property protection and due-diligence investigations. Mr. Edger is a Co-Founder and Fellow at the University of Oklahoma Center for Intelligence and National Security. He held appointments as a professor in the College of Public Health and as an instructor of political science for fourteen years, all at the University of Oklahoma. He was Chairman of the Board of Directors of the Oklahoma National Memorial Institute for the Prevention of Terrorism. Mr. Edger retired after 35 years with the U.S. Central Intelligence Agency. Serving for many years abroad as an operations officer, he also headed several CIA installations around the world. During his time in Washington, Mr. Edger served as the Associate Deputy Director for Operations, the second-ranking position in the Directorate of Operations, where he supervised the worldwide operations of the National Clandestine Service. He received the CIA’s highest award, the Distinguished Intelligence Medal, for his work in that position.
DG Smalling is an international crisis manager serving the defense and international non-governmental sectors. Smalling has advised corporate boards of companies in a variety of industries, such as pharmaceuticals and toy manufacturers and missionary organizations, from the Balkans to China. He has coordinated his clients’ crisis management assessments, training, and management. His defense work focused on restructuring open-source intelligence deliverables for U.S. Peacekeepers in Bosnia-e-Herzegovina and Kosovo with assessments of paramilitary activities and refugees/internally displaced persons for SAIC. He apprenticed under Dr. Stephen Sloan, Professor Emeritus at the University of Oklahoma and expert on terrorism and crisis management. He served as assistant to Ambassador Edward Perkins at the University of Oklahoma International Programs Center and Special Advisor to the Building Community Institute’s President, Clifton L. Taulbert. He has served the Supreme Court of Oklahoma’s Sovereignty Symposium, the preëminent American Indian legal forum on Tribal Nations sovereignty. A citizen of the Choctaw Nation of Oklahoma and board member of the OKC Choctaw Tribal Alliance, Smalling is involved with the issue of Tribal Nations’ international diplomacy. Smalling is a renowned international contemporary fine artist. His parents are missionaries, and he was raised in the USA, Switzerland, Cameroon, and South Africa. LinkedIn
Director. Peter Preksto is a seasoned executive with a long career in technology management and business development. Preksto was an early innovator of demand-publishing systems. He served as Division Vice President for Coral Gables-based, publicly traded BLOC Development, building the F3 Forms Automation System. He co-founded and served as president of Seattle-based Numinous Technologies, Inc., a company that licensed software inventions developed by graduate students, productized them, and then re-licensed the finished products to others. He was a co-founder and president of privately held Balize, Inc., an online community-software company. For several years, Preksto has served as a marketing strategist and change-management consultant for technology, telecommunications, retail, and engineering companies in the United States and Norway.
